Anybody able to help me?

I have really pale skin, so you can see my flaws pretty well. There is heavy redness around my eyes, and I have dark, reddish purple under-eye cirlces. I also have a reddish, blotchy, uneven skin tone that's noticeable because I am so pale. What type of foundation should I be using? I don't want anything cakey, but that can still even out my skin tone well enough. Tinted moisturizers don't give me enough coverage either. Maybe would putting a powder over it help? How can I stop powder from looking so cakey? Otherwise my skin is in good condition, it's just the discoloration that sucks.
